In one of his first acts in office, President Donald Trump imposed the Global Gag Rule on all U.S. global health funding. A year later, in January of 2026, the Trump administration dramatically expanded the policy, now broadening its scope to apply to all U.S. non-military foreign aid, new issues, and new entities. Now, after being rebranded as “Promoting Human Flourishing in Foreign Assistance”, three new rules expand the reach of the policy’s restrictions to new funding, new activities, and new entities, specifically:
