President and Chief Executive Officer


“Our mission is to promote universal access to reproductive health and reproductive rights through research, advocacy and innovative partnerships. Achieving this will dramatically improve the health and autonomy of women, reduce poverty and strengthen civil society.”

For more than 50 years, PAI has worked towards this goal, confronting whatever obstacles stand between all people and the sexual and reproductive health care they need and deserve. As attacks on reproductive rights have intensified, and a global commitment to justice and equity has become paramount, the work of PAI is more necessary than ever.

The incoming President and CEO will have the incredible opportunity to build on a rich legacy of advocacy and research. They will bring a passion for sexual and reproductive health and rights’ (SRHR) and PAI’s long-term vision, as well as a demonstrated commitment to diversity, equity and inclusion. They will work collaboratively to develop a new strategic plan in partnership with the Board and staff. The President and CEO will lead PAI to harness organizational capabilities and expertise, along with the creativity, passion, and knowledge of diverse leadership, staff, and global partners.

PAI has an impressive history and an even more formidable future ahead. Through strong leadership, PAI will continue building a world where all people have access to high quality, affordable and comprehensive sexual and reproductive health care.



Since its founding in 1965 as the Population Crisis Committee, PAI (fka Population Action International) has remained one of the undisputed leaders in the international family planning and reproductive health movement. For over 50 years, PAI has been at the forefront of global efforts to educate and influence key policymakers in donor and developing countries, and in international institutions, to support expanding access to family planning and reproductive health care services around the world. Importantly, and a key distinguishing feature since its founding, PAI accepts no government funding and is supported entirely by tax-deductible contributions from individuals and foundations.

PAI was founded by a diverse group of people who were concerned about the adverse effects of unsustainable population growth on human progress. This group included retired diplomats, military leaders, legislators of both political parties, international civil servants, business people, philanthropists, women’s rights activists, public health experts, and environmentalists.

The volunteers and staff were able to achieve notable successes in PAI’s early days, including:

  • Establishment of the U.S. government’s population assistance program at the U.S. Agency for International Development, whose funding has grown from $35 million in 1967 to more than $600 million today;
  • Enlisting worldwide support for the creation of the United Nations Population Fund, the lead multilateral organization in the population field, in 1969; and
  • Raising millions of dollars to support a significant expansion of the International Planned

Parenthood Federation’s work in developing countries during the 1970s. PAI’s considerable history of achievement continues today, building on the solid foundation laid by these early pioneers. PAI has been a pragmatic, nonpartisan advocate for strong U.S. leadership in the family planning and reproductive health field through Democratic and Republican administrations. PAI has been at the center of efforts to increase family planning funding, promote sound policies, and mitigate political attacks seeking to slash funding for the program, block U.S. contributions to UNFPA, or impose ideologically-driven policies such as the Global Gag Rule and abstinence-only education.

Empowerment— provides PAI’s local partners in countries like Kenya, Zambia, Mexico and Indonesia with the financial support and strategic guidance they need to be their own values-driven advocates. Inclusion— drives PAI to honor the differing perspectives of their partners, listen to colleagues and understand that there is more than one way to achieve success.

Accountability— ensures that together with their partners, PAI guarantee that policymakers follow through on their commitments.

In partnership with the Board of Directors, the President and CEO is responsible for providing vision and strategic leadership to PAI, the Executive Management Team, and its employees. The President and CEO inspires and motivates internal and external audiences, leads with clarity and purpose, expands the organization’s partners and supporters, engenders a positive, engaged, and inclusive culture, and demonstrates a strong commitment towards the PAI mission.

Specific responsibilities will include, but not be limited to the following:


  • Serve as a global leader, promoting universal access to reproductive health and reproductive rights through advocacy, research and innovative partnerships.
  • Cultivate relationships with like-minded organizations to advocate, set standards and continue to advance the field.
  • Strengthen PAI’s position as a leader and champion for sexual and reproductive health and rights globally.

Organizational Management

  • Thoroughly understand PAI, its mission and policies, culture, values, history, key partners and stakeholders, programs, finances and fundraising efforts.
  • Work closely with the Board and executive team to lead, refine and implement PAI’s strategic plan.
  • Manage a senior team and respective staff to operationalize and execute the organization’s strategy.
  •  Promote a culture of accountability, strong integrity, high performance, meaningful collaboration, and continuous improvement that values learning and commitment to quality.
  • Recruit, lead, develop, and inspire a diverse staff to manage and advance PAI’s work in support of the strategic plan, operational goals and objectives.
  • Champion racial and gender equity within PAI and provide vocal and supportive leadership for ongoing Diversity, Equity and Inclusion work.
  • Establish a performance-oriented, accountable culture with appropriate performance management systems. Work with senior leaders and the management team to establish and monitor transparent performance and development goals for staff, assign accountabilities, set objectives, and establish priorities.
  • Oversee the planning and budgeting process to maintain a sound financial basis for the organization, supporting both short-term and long-term needs and the objectives of the organization. Ensure financial solvency of the organization.
  • Ensure that PAI remains the “entity of choice” amongst potential donors due to its reputation as an informed and pioneering leader in the FPSR field.

Communications and Fundraising

  • Serve as the chief spokesperson for PAI and assure proper representation of the organization in front of all audiences.
  • Serve as the organization’s chief fundraiser; engage potential donors in the organization’s strategic vision and direction
  • Develop a sound strategy for diversifying and expanding the organization’s funding base; set aggressive development goals to increase foundation and major gifts.
  • Seek opportunities to enhance PAI’s work and increase capacity of the organization by leveraging existing relationships with funders and partners and by creating new strategic relationships.

Board Development and Governance

  • Maintain a productive relationship with the Board and work with Board members to set the organization’s strategic direction and policies, enabling PAI to adapt to a challenging external environment.
  • Partner with the Board Chair in the recruitment of qualified and passionate board members to strengthen the organization.
  • Work collaboratively with the Board Chair to set and implement the Board of Directors’ governance, policies, and bylaws.
  • Ensure transparency and communicate regularly with the Board around all key governance issues, including strategic planning, financial oversight, staff accountability and performance metrics and board recruitment and development.
  • Ensure the Board receives timely and useful reports and information and access to staff, donors, partners, and others to enable them to form appropriate judgments.



The successful candidate will bring a demonstrated passion for PAI’s mission and have at least 15 years of globally focused experience. This individual will embody the PAI values of Innovation, Empowerment, Inclusion and Accountability; and will have the ability to function in a fast-paced and dynamic environment. This executive will have an entrepreneurial drive and will be respected as both a visionary and functional expert.

Specific qualifications should include:

  • Experience advocating on a global scale for a public health, global development or social justice issue, with an understanding of sexual and reproductive health and rights as well as the principles of reproductive justice.
  • A global perspective and a high degree of flexibility and adaptability. Understands global politics and complexities.
  • Future-focused with strong business acumen; places significant emphasis on delivering measurable impact and results for an organization.
  • A track record or acumen to suggest the ability to generate and mobilize significant resources in support of a vision from a variety of sources, including individuals, foundations and corporations.
  • Exceptional people skills with the flexibility and foresight to institute contemporary management practices.
  • A demonstrated commitment to diversity, social justice, equity, and inclusion.
  • A proven track record of implementing a strategic plan and enhancing an organization’s capacity and impact.
  • The ability to understand and manage successful branding and strategic communications initiatives in a rapidly changing political and public health environment.
  • Experience building meaningful partnerships and coalitions with a broad range of constituencies
  • Experience working with and developing a diverse Board of Directors.
  • An excellent listener and communicator who can inspire and motivate, both one-on-one and as a public speaker.
  • Experience and willingness to travel both domestically and internationally.
  • Impeccable integrity and an ability to influence ethical decision making throughout the organization.



An undergraduate degree is required; an advanced degree is preferred.
